Shuffle the full deck of Victory Cards, and deal out 16 of them face-up in a 4x4 grid.

Place the 20 Border Cards around the grid (as shown in the illustration below). The Border Cards divide the grid into rows (marked by the letters A-D), columns (marked by the numbers 1-4), and corner regions (marked by Spades, Clubs, Diamonds, and Hearts).

Combo Cards

Before playing, take a moment to get familiar with the Combo cards. Note that each card has the following features:



Players - The number of people to participate in that card's challenge. 1 = Only you. 2 = Two players. (If there are more than two people playing, you can strategically choose your opponent for that challenge). A = All Play.

Chips - The number of chips earned if you successfully complete the combo. The higher the number, the more difficult the challenge. U = unlimited. …

Carob Bean

Yup, the Rats still like to eat these. Place one of these on another Captains CM and they'll scamper off to eat the bean. Too bad for that Captain.

Place the Carob Bean card and the CM into the discard pile.



Charm

Lures away more that one CM from other crews to your crew. You can lure 2 away from the same Captain or 1 from 2 different Captains. As this card is a Charisma card you want to use it before someone steals it away with the Chrisma Theft card. …

Setup

Place the game board in the middle of the table. Place the tracks as a supply for all next to the game board.

Each player chooses a color, places his starting marker before him (in his play area) and his locomotive as a scoring marker in the train house.

During setup, you shuffle the 7 project cards into the main project card deck, and the 5 corporations into the corporation deck. This icon at the lower left of the cards indicates that they belong to the Prelude expansion. The remaining 35 Prelude cards are shuffled into a deck of their own, and these are the only ones we refer to when we say Prelude cards.

Variants: Deal each player 1 corporation from Prelude, and 1 from the other corporations. If you want to play a game without the Prelude cards, you may still keep the 7 project cards and the 5 corporations in the game. …
